Some 70 per cent of the total population is residing in rural areas, half of which are burdening the impacts of poverty. In implementing the plans for rural development and poverty alleviation, it needs to emphasize an increase in family incomes and enhancement of capacity in addition to the construction of infrastructures.
Hence, it is necessary to set up a fund to be disbursed at free interest or soft interest rate to run the improvement of livelihoods and increase the family incomes of the rural people. As such, the government has initiated the emerald green village project since the 2014-15 financial year in order to set up a fund without losing the primary capital to create job opportunities for rural people and operate their businesses.
Moreover, the project is aimed at implementing the community-driven rural development projects included in the rural region development strategic framework of the Department of Rural Development. In fact, the fund without losing the primary capital is called the emerald green village project, reflecting the agricultural sector of the State and the green economy being initiated in the international community.
As an agro-based country, the rural people of Myanmar are mainly engaged in agriculture and livestock farming tasks. As most of the rural villages are under the impact of poverty, the emerald green village project plans to cover these villages. In this regard, the projected villages must conform to the facts: villages of poverty, the potential for development of agriculture and livestock farms, the prevalence of law and order, unity and keenness of villagers, smooth transportation, and security, stability and peace of the region.
Depending on the households of the village, K30 million each is allotted for the villages with more than 100 households, K20 million each for the villages with 50-100 households and K10 million each for the villages with less than 50 households.

The projected villages need to form the project work group elected by villagers for managing the rural development tasks and to control the allotted fund for increasing incomes based on the emerald green village project. The votes of the majority of people to form the project work group will contribute to the rural people so as to have democratic practices.

That is why it is believable that the implementation of the emerald green village project is sure to carry out rural development tasks as well as upgrade the livelihoods of the rural people to have better socioeconomic status.
