Ex-union ministers U Ohn Win, U Win Khine, ex-deputy minister Dr Tun Naing, ex-managing director of No 1 Mining Enterprise U Kyaw San, managing director of Electric Generation Enterprise U Than Naing Oo, company chairman U Chit Khine, managing director U Win Min Khine charged under Anti-Corruption Law

The Anti-Corruption Commission has set up an inspection team to investigate the bribes in the production and sales of coal which is needed for the Tigyit coal-fired power plant of Electric Power Generation Enterprise of the Ministry of Electricity and Energy.
According to the inspections, No (1) Mining Enterprise and one private company developed an operation on Tigyit coal-fired power plant with 30 per cent of interest to the country and 70 per cent to private. In paying 2 per cent of mineral tax to the government, they failed to change the sale of price per ton (K48,100 per tonne in 2018-2019, K56,500 per tonne in 2019-2022). They collected on the sale per tonne of \coal at K12,000 according to the ministry’s management committee meeting 1/2017 held on 12 January 2017. Therefore, it reduced more than K1,900 million of mine tax for more than 23 tonnes of coal produced from 2018 to 2021 and more than K14,000 million for 30 per cent of production that the government must receive, which caused more than K15,900 million losses in the State budget. Therefore, ex-union minister for Natural Resources and Environmental Conservation U Ohn Win was charged under Section 55 of the Anti-Corruption Law, while former managing director U Kyaw San of the No (1) Mining Enterprise and joint-venture company chairman U Chit Khine under Section 55/63 of the Anti-Corruption Law.
The Electric Power Generation Enterprise of the Ministry of Electricity and Energy and the private company failed to follow the President’s Office directive 1/2017 in making the coal procurement contract. They did not calculate the price of one tonne based on 2,000 tonnes of normal production per day but on 1,750 tonnes to increase the price for one tonne. It cost more than K5,809.12 per tonne, and the government faced losses of more than K9,400 million, over K8,200 million in purchasing for 1.4 million tonnes by the department between 2019 and 2021 and more than K1,200 million in income tax for calculation of the income tax of per ton that must be paid by the company.
The cases were opened against ex-union minister for Electricity and Energy U Win Khine and ex-deputy minister Dr Tun Naing under Section 55 of the Anti-Corruption Law, ex-managing director of the Electric Power Generation Enterprise U Than Naing Oo and joint-venture company managing director U Win Min Khine under Section 55/63 of the Anti-Corruption Law at Phayagon Myoma police station in Ottarathiri Township of Nay Pyi Taw on 25 April.
