As the Republic of the Union of Myanmar celebrates the 70th anniversary of its independence, it is my pleasure to extend my warmest greetings to the Myanmar people and to you.
As you know, France resolutely supports the efforts of the Myanmar civilian government to promote peace and reconciliation, as well as the democratic transition of your country in a context which I know is difficult. Dramatic events have scarred the past year.
France is extremely concerned by the violence and forced displacement of the civilian populations of Rakhine State. Faced with this serious situation, France calls on the Myanmar security forces to put an end to violence and discrimination in Rakhine State, and to allow full, safe and unfettered humanitarian access to the civilian populations in need.
I hope that this new year will bring decisive progress towards peace reconciliation and development for your country, especially in areas where conflicts and violence persist. Your commitment to work towards the restoration of humanitarian access, reconstruction, reconciliation and the return of the rule of law, as part of the establishment of the advisory board on Rakhine in charge of monitoring the full implementation of the recommendations on Rakhine State made by the Advisory Commision on Rakhine State chaired by Mr. Kofi Annan, should contribute to this task.
Please rest assured of the deep friendship of the French people for the people of Myanmar and the resolute support of France in the implementation of the democratic process. We stand alongside Myanmar to contribute concretely and actively to its development and openness to the world.
