IP system of Myanmar must conform to the international standards and comply with the political, economic and educational conditions of the country: Vice-Senior General

Myanmar needs to prepare to join the IP international agreements similar to other ASEAN member countries in accord with the procedures of the ASEAN Economic Community, said Chairman of the Central Committee on Rights of Intellectual Property Vice-Chairman of the State Administration Council Deputy Prime Minister Vice-Senior General Soe Win at the meeting 1/2022 of the Central Committee on Rights of Intellectual Property in Nay Pyi Taw yesterday afternoon.
Speaking at the meeting, the Vice-Senior General said that the government of the Republic of the Union of Myanmar has enacted the Trademark Copyright Law, the Industrial Design Copyright Law, the Invention Copyright Law and the Literary and Artistic Copyright Law on 30 January 2019. The Department of Intellectual Property will mainly take responsibility for the implementation of the laws while the Customs Department, Ministry of Planning and Finance and the Supreme Court of the Union will take action against the violations of the intellectual property.
The Constitution (2008) grants the citizens to enjoy the rights of intellectual property, rights of innovation and trademarks without violation of its provisions.
In implementing the State economic policies, exercising the rights of intellectual property can contribute much to the development of businesses based on innovation and the emergence of the private sector capable of creation, innovation and competitiveness involved in the Myanmar sustainable development plan (2018-2030) while supporting the economic development of the State.
The work procedure of the Myanmar Economic Recovery Plan-MERP was mentioned to implement the intellectual property laws as a work procedure in the law, bylaw, rules and regulations and procedure reform sector. Hence, all need to accept that establishment of the intellectual property system is a good aid for the development of the State economy.
Being a member of the World Trade Organization and the World Intellectual Property Organization, Myanmar needs to comply with the trade treaty related to intellectual property and join the cooperation in IP among Southeast Asian countries.
As the IP project is being implemented in the ASEAN region, all regional countries are implementing the IP system contributing to the development of investment and trade flow as well as economic booming. Hence, Myanmar needs to prepare to join the international IP conventions similar to other ASEAN member countries in accord with the procedures of the ASEAN Economic Community.
The IP system of Myanmar must conform to the international standards and comply with the current political, economic and educational conditions of the country. Hence, it is necessary to implement the laws one after another to systematically affect four IP laws.
The agency for the intellectual property must be set up as quickly as possible for declaring necessary notifications, orders and directives to implement the duties and functions adopted by the central committee.
Exercising the IP laws will contribute to the development of the State economy, strengthening the system of protecting the IP system for businesspersons, increasing the foreign investment and human resources, creating new job opportunities, taking over the modern techniques and raising the production.
The Vice-Senior General urged the people to join hands with the government in soonest implementing an IP system for the improvement of economic, social, scientific and cultural, innovation and the creation of the State.
Vice-Chairman of the Central Committee Union Minister for Commerce Dr Pwint San reported on measures for the emergence of the IP system. Secretary Deputy Minister U Nyunt Aung presented accomplishments in the minutes of the central committee in the first meeting with a video on the efforts of the IP Department.
Joint-Secretary Director-General Dr Moe Moe Thwe presented reports to the meeting 1/2022. The Vice-Senior General discussed each report. Then, the central committee members participated in the discussions and approved the draft decisions of the meeting. Later, the Vice-Senior General attended to the needs. — MNA
