The Ministry of Labour has announced that foreign employment agencies will face fines if they collect service fees without having job offers. Agencies that charge service fees in advance, engage in fraudulent activities, or misuse funds must return all money collected and pay a fine of K500,000 per worker.
Furthermore, if agencies receive service fees but fail to send workers due to various reasons or if complaints are not resolved, a fine of K400,000 will be imposed. This fine applies if workers are not sent within three months of signing the contract or if the agency does not fulfil the service after collecting the fee in advance.
Agencies that retain documents without sending workers abroad or fail to issue requested documents will face a fine of K300,000. Additionally, when the required statistics, documents, and supporting materials related to the despatch process are not submitted on time, fines will be applied: K100,000 for the first offence, K200,000 for the second, and K300,000 for the third.
