Greetings and well wishes to honourable Hluttaw Speakers, Union Election Commission Chairman, Union Ministers, Hluttaw Representatives, representatives from political parties, diplomats and special guests,
I am Amyotha Hluttaw representative U Jayyaw Gu of Kachin State constituency 1. The title of the paper I will read on the occasion of International Day of Democracy is, “Let’s all oversight.” Here in this ceremony, I am going to present the National Unity Party’s opinion and stance in the process of democratization.

Esteemed democracy admirers,
Democracy, in general, is a system in which people themselves can take part in the administration sector for the people. We have formed Hluttaws, consisting of elected representatives, chosen by people in accordance with the Constitution of the Republic of the Union of Myanmar (2008) and are striving with our strenuous efforts to become a successful modern democratic nation. In the implementation process of modern democracy, we have made cooperation by performing our duties conscientiously. In adopting a democratic system, minorities should respect decisions made by the majority, and the majority should rule with respect to the wishes of the minority. In essence, we call it, “One for all, all for one.”
Our motherland being composed of a variety of ethnic races, all the nationalities are entitled (1) to have equal rights among the ethnic races; (2) to have self-determination; (3) to have right to live as a race; (4) to have equal rights for development as the other races. Our party assumes that they should have guarantees to get equal rights and privileges for the interests of our country. The presentation I would like to make is that we need to work together in carrying out the implementation process that can shape the development of the regions and the states. Efforts are needed to make significant progress in the entire nation, aiming to get benefits and interests for one’s own race as well as for all the other entire ethnic races.

Esteemed democracy admirers,
As people who deserve to enjoy the essence of democracy, the country should be free, and as a sovereign state, it should stand tall as a peaceful and dignified country in the world. Although we have achieved our independence through the collective strength and unity of the people, we experienced armed conflicts soon after becoming independent, and as a consequence, that hampered the development and democratization process to some extent. We have witnessed all ethnic races undergoing a lot of sufferings due to the longstanding armed conflicts.
As for our people and union, it is of great importance to end the conflicts that occurred across the country, and to bring about everlasting and sustainable peace among the states and regions. Therefore, these are fundamental needs of our Union that can pave the way for the ethnic races to sign the Nationwide Ceasefire Agreement (NCA). Also, we all have to share the challenge of the Rakhine State issue. This is our national duty. We have to stand with the Rakhine locals. Or else, it can become the most dangerous issue for the entire country. We have to be vigilant about it!

Esteemed democracy admirers,
The 21st century Panglong Conference is being held with the aim of maintaining the sovereignty of the state and gaining everlasting peace for the entire people and the country. In order to gain success, our party will actively participate in this peace process. We can call it, “All Inclusive Active Participatory”. I would like to conclude my paper by urging all of you to contribute to a thriving democratization process.
Thank you.
