No state-owned business organisations run with Yangon Region budget: Minister

There are no state-owned business organisations that are run with Yangon Region fund, said Yangon Region Minister for Planning and Finance U Myint Thaung.
The minister was responding to a question raised by U Thawdar Aung of Sanchaung Township constituency 2, during the seventh regular meeting of Second Yangon Region Hluttaw on 22 September.
The question was whether there are any state-owned business organisations that were operated with Yangon Region budget and if yes, how many organisations there are, and what type of businesses are being conducted.
Minister U Myint Thaung said “Beginning from fiscal year 2016-2017, there are no state-owned business organisations that are running with Yangon Region fund. In his second question, Hluttaw representative U Thawdar Aung asked if there were any special cases/works in Yangon Region that were being conducted with Union fund, support and loan. The minister replied that there are some works that are being conducted with Union fund in fiscal year 2015-2016 and they were rural development and poverty reduction programme, township development and management support works and farmland creation for landless farmers. In his third question, U Thawdar Aung asked if any foreign aid were received from fiscal year 2016-2017 to date, and if yes, the amount and where it was used.
To this, the minister replied that from FY 2013-2014 to FY 2016-2017, Yangon City Development Committee (YCDC) has received Yen 1,900 million (Ks 19,730.930 million) to implement a project for urgent improvement, of water supply system in Yangon City under grant aid agreement in cooperation with Japan International Cooperation Agency (JICA). The minister added that since FY 2017-2018, no foreign aid was received.
However, YCDC received ODA loan from JICA amounting to Ks 3,025.773 million in FY 2016-2017, Ks 21,662.757 million in FY 2017-2018, Ks 41,425.000 million in April to September 2018 and estimated Ks 77,593.000 million in FY 2018-2019 for Lagunpyin water supply project, consultant fee for MY-P5 project, water distribution pipes with meters and chlorination system in Zone 7 Dagon Myothit (east and north) and Zone 8 Dagon Myothit (Seikkan and south).
In addition to this, YCDC is also hiring consultant, constructing Kokowa River water treatment plant (60 MGD), installing pumps at pumping stations, connecting water distribution pipes, constructing zone-wise metered water distribution system in Zone 1, conducting water collection tank work and associated work for Kokowa water distribution MY-P19 project. For these works, YCDC has received ODA loans Ks 4,012.5 million in April to September 2018 and estimated Ks 20,000 million in FY 2018-2019.
