1. The Ministry of Health and Sports issued Order 110/2020 on 25 September 2020 for state and regional governments to discuss with MoHS and MoLIP on future plans regarding employees of cut-make-pack (CMP) factories and workplaces in 11 townships of Mon State, Mandalay, Bago and Ayeyawady regions.

2. To effectively control the coronavirus infection in the country, stay-at-home measures need to be imposed on the townships of states and regions which are seeing high infection while health guidelines and restrictions must be balanced and adjusted for not affecting the jobs and income of the workers and businesses.

3. MoHS has announced the following guidelines for factories and workplaces to reduce the spread of COVID-19:
a. COVID-19 prevention measures for factories and workplaces (19-3-2020)
b. COVID-19 prevention measures for factories, workplaces and construction sites (30-3-2020)

c. COVID-19 prevention guidelines for factories and workplaces (19-4-2020)
d. COVID-19 prevention guidelines for factories, workplaces and construction sites (19-4-2020)
e. COVID-19 prevention guidelines for factories, workplaces and construction sites (26-6-2020)
f. COVID-19 special guidelines for factories, workplaces and departments (26-8-2020)
4. MoLIP, MoHS, state and regional governments have formed joint task forces to inspect whether factories and workplaces are complying with the announcements mentioned in paragraph 3 and issuing certificates acknowledging compliance with permission to re-opoen. An additional administrative programme was announced for COVID-19 prevention measures in factories and workplaces on 13-6-2020.
5. The spread of COVID-19 can be effectively contained if factories and workplaces closely follow the announcements mentioned in paragraph 3 and if state and regional governments follow the administrative guidelines issued by MoHS mentioned in paragraph 4. In addition, factories and workplaces will be allowed to remain open.
6. The state and regional governments are instructed to inspect compliance with MoHS Order 110/2020 issued on 25-9-2020 and with the announcements mentioned in paragraph 3 to determine whether factories and workplaces should be allowed to remain open.
