Formation of Working Committees

1.     Union Peace Dialogue Joint Committee will form working committees for systematic implementation of the tasks based on the subjects to be discussed at the dialogues, as follows:
(A)    Work Committee for Discussing  Political Affairs,
(B)    Work Committee for Discussing Social Affairs,
(C)    Work Committee for Discussing Economic Affairs,
(D)    Work Committee for Discussing Security Affairs,
(E)    Work Committee for Discussing Policies on Land and Natural Environmental Affairs
2.    In forming these committees, it has been agreed and decided each working committee shall comprise of four representatives each from Union Peace Conference—21st Century Panglong, from the government, ethnic armed groups and officially organized political parties and UPDJC’s secretary 3 members, 15 altogether.
3.    Now, respective groups have submitted approved list of names of representatives to be assigned in working committees, accordingly, working committees of the UPDJC have been formed as follows:

4.    Responsibilities and Authorities of the above-said working committees are as follow:
(A)    Working committees are required to compile suggestions and proposals concerning the matters assigned to them to submit to the secretary of Union Peace Dialogue Joint Committee.
(B)    Working committees are required to scrutinize and compile proposals on policy without more than 3 ways to be chosen after negotiating repeatedly over suggestions and proposals submitted by national-level political dialogues, to submit to the secretary of the Union Peace Dialogue Joint Committee.
(C)    If needed, co-operation can be made between working committees.
(D)    In case, there appear disagreements that cannot be solved within a working committee or among working committees, the matter must be submitted to the Union Peace Dialogue Joint Committee via secretary of the UPDJC for the decision.
(E)    Working committees must perform in accord with the prescription in the nationwide ceasefire agreement and the framework on political dialogue, in implementing the works in their respective subjects.
(F)    Working committees must perform meetings of the subjects to be discussed, in accord with the principles of the aims of the framework on political dialogues.
(G)    Working committees are required to discuss negotiations concerning their respective subjects repeatedly and find solutions, at the working committee level. If necessary, working committees can invite responsible persons who can answer in consultation with respective departments and organizations; intellectuals, scholars and experts assumed to know well about the subject, for negotiation.
(H)    Working committees are to serve the duties assigned occasionally by the UPDJC.
(I)    Working committees must supervise and give guidance by forming necessary sub-committees with the approval of UPDJC.
(J)    Discussions and meeting records discussed in the meetings of working committee must be kept secret by the members of the working committees, so as not to disclose to anyone, without permission to release the news.
(K)    Working committees must record and approve all the discussions in detail.
(L)    Work report of respective working committee must be submitted to the UPDJC.
5.    The tenure of working committees is similar to that of Union Peace Conference—21st Century Panglong. If desired to substitute working committee members, the respective representative group can replace with the approval of UPDJC.
6.    Working committee members are eligible to have travelling allowance, daily allowance and other necessary subsidies when they have to travel on duty for carrying out the duties of the committee.
