MPs discuss bills, obtaining IFAD and EDCF loans
The 17th-day meeting of the Second Pyidaungsu Hluttaw’s ninth regular session was held at the Pyidaungsu Hluttaw meeting hall yesterday morning, where National Planning Bill, Union Budget Bill and obtaining two loans were discussed.
Discussion on National Planning Bill and Union Budget Bill
Hluttaw representatives first discussed the basic principles, project works and budgets of the National Planning Bill and the Union Budget Bill.
In her discussion, Dr. Thet Thet Khaing of Dagon constituency suggested and urged the Union Government to review the 1989 State-owned Economic Enterprise Law to be in accord with the system and time, as well as to draw up and implement a reform program that covers the entire State-owned enterprise sector.
In his discussion, U Pe Than of Myebon constituency pointed out this year’s Union budget to be more than Ks24,954 billion, while states/regions budget was a little more than Ks2,160 billion or 8.65 per cent of the Union budget. Every year, this is below 10 per cent and he noted the development gap between states/regions and the center. He pointed out the reason for this budget gap to too much centralization of budget by union ministries. He discussed that even small works of constructing primary schools, clinics, roads connecting villages, digging of ponds and wells amounting to below Ks 10 million was put under the union ministry budget.
Similarly, the bills were discussed by U Ye Htut of Sagaing Region constituency 5, U Bo Gyi of Chauk constituency, U Khin Cho of Hlaingbwe constituency, U Tin Aung Tun of Magway Region constituency 5, U Kan Myint of Thayet constituency, U Nay Soe Aung of Wuntho constituency, Dr. Lin Lin Kyaw of Myittha constituency, Dr. Salai Riyanbel of Falam constituency and Daw Aye Mya Mya Moe of Kyauktan constituency.
Discussion on loans
Next, Hluttaw representatives discussed about obtaining US$8.984 million loan from International Fund for Agricultural Development (IFAD) to conduct Ministry of Agriculture, Livestock and Irrigation projects and Ministry of Planning and Finance project works.
U Nay Lin Aung of Mindat constituency, Dr. Aung Khin of PyinOoLwin constituency, Dr. Tin Tin Win of Bago Region constituency 5, U Yan Lin of Kyaiklat constituency, U Whey Tin of Chin State constituency 11, Daw Sha Mu of Kayah State constituency 5 and Dr. Kyaw Ngwe of Magway Region constituency 10 discussed the matter.
Afterwards Dr. Khun Win Thaung of Kachin State constituency 11, Tatmadaw Pyithu Hluttaw representative Lt-Col Toe Lwin, U Nay Kyaw of Dagon Myothit (East) constituency, Dr. Aung Khin of PyinOoLwin constituency, Dr. Saw Naing of South Okkalapa constituency, Daw Yin Min Hlaing of Gangaw constituency, U Aung Min of Zalun constituency, U Khin Cho of Hlaingbwe constituency and U Thein Tan of Hlegu constituency discussed about US$61.816 million Economic Development Cooperation Fund (EDCF) loan from EXIM Bank of Korea to conduct project works of Ministry of Construction.
The Second Pyidaungsu Hluttaw’s ninth regular session will hold its 18th-day meeting on 6 September, it is learnt.
