First of all, allow me to extend my heartiest greetings and best wishes to all the dignitaries and the persons attending this 2018 International Day of Democracy for their mental and physical health and prosperity in serving the people and the nation.
Mingalar Par. I am Amyotha Hluttaw Tatmadaw Representative Colonel Than Htaik. It is my pleasure and honor for having the opportunity in reading out the paper on behalf of the Tatmadaw appointed representative group at the auspicious 8th International Day of Democracy held by Pyidaungsu Hluttaw.
In today’s world, the countries across the globe are celebrating the International Day of Democracy since 15 September 2008 with the aim and objects for the growth and development of democracy practices, for the flourishing of democracy spirit, and for the implementation of tasks in line with the democracy norms.
In Myanmar, the multi-party democracy system was introduced in 2011, and since then the celebration has entered to eighth anniversary. Every year, the International Day of Democracy is held with appropriate motto, and this year’s maxim is “oversight” in conjunction with “Let us work together for the flourishing of democracy”.
The most important factor for the thriving of democracy is that the people, including all walks of life, must come together and cooperate in politics, economics and social sectors. In carrying out such cooperation, the main and basic norm is that each and every citizen must have matured mind that must abide by the law and stick to discipline in all the tasks being undertaken.
In reaching such goal, it is necessary to carry out tasks in line with the democracy culture, to understand the meaning of democracy with correct ideology, to cooperate with right outlook in common sense, and only then disciplined democracy practice could be implemented. All the acts with lack of rule and lack of discipline would only create the chaotic democracy atmosphere.
In building developed and flourishing democratic system, the three pillars that steered the nation must be utilized as a check and balance arrangement. The transparency and openness, the implementation of plans with responsibility and accountability, the acceleration in force for the development and uplifting of economic and social status along with education and health sectors that people have aspired are needed to elevate the life of the people. In this regards, the people must have the desire to accept the concept so that long lasting and strong democratic system would sure to take shape.
In the democratic practice and norm, the entire citizens must abide by the existing laws and the Constitution with value and respect. In abiding with respect to the mother law which is the Constitution, the spirit of law is to be followed with accuracy and precision.
While working together for the flourishing of democracy, the Union Peace Conference – 21st Century Panlong meetings are being held through the initiation of the State which is urgently needed for the stability and peace of the nation.
Only when the armed conflicts and the armed insurgencies have ended with eternal peace, the people’s desire for democracy and development could be achieved. Therefore, it is necessary that all the people must participate with unity in all the work programs.
In conclusion, it is to say that democratic system means that doing the righteous tasks with the consents of majority in cooperation. Whether it is right or wrong, when the majority ruled and accepted the “flower” as the “flour”, then it is not democracy; and that everyone knows that. [“Flower” and “flour” are homophones because they are pronounced the same but you certainly can’t bake a cake using daffodils.]
When the majority is doing in that way, then it might turn into forced democracy. For the development of the country, it needs to work together in correct and justified democracy practice, and that a show performed by one person only would not be feasible. This year’s maxim is “oversight” in conjunction with the motto of “Let us work together for the flourishing of democracy”; and for the successful achievement of that goal, the (54) million population of the national races must cooperate with right attitude, right outlook with the application of right circumstances. With these concept and impression, let us hail and honor the International Day of Democracy. Thank you.
