These vehicles do not need to pay the road charges at the toll gates except Yangon-Mandalay highway, he added. The minister was responding to a question raised by Dr Chit Ko Ko, the Pyigyitagon township constituency 1 Hluttaw representative, on the sixth day of the 18th regular session of regional Hluttaw held on 17 June. Dr Chit Ko Ko asked about having the licence and relaxation measures for issuance of the licence to the welfare associations and supporting arrangements like reducing of the road charges in Mandalay region. The welfare associations are mostly the religious associations and they were formed to assist the public in such sectors as social, education and health. The public assistance helps the government to save the costs, said Dr Chit Ko Ko. Colonel Kyaw Kyaw Min said that we have already issued the HSE licence to the welfare associations across the country under the 2014 project. Before the project period, there were only 16 vehicles from five welfare associations registered with the regional government. Now, we have issued the HSE licences to 1,859 vehicles from 901 associations. When the associations applied for the licence from the regional government, the associations are issued with the temporary licence within seven days of applying date in according with the association registration law. After that, the district and township registration team issues the certificates within thirty days. The regional registration team issues the certificates within sixty days to the associations which abide by the rules and regulations. At present, a total of 127 licences have been reportedly issued by the regional registration team while 128 licences have been issued by the district registration team and 746 licences are by the township registration team. —Than Zaw Min (IPRD) (Translated by Hay Mar)
