The majority of developing countries, as well as the least developed countries, are facing the great problem of shortages of human resources as skilled workers leave abroad to seek jobs for their livelihoods as migrant workers.
Currently, the outbreak of the COVID-19 pandemic halted a short period on the outflow of experienced workers to foreign countries but the government of Myanmar legally allows outflow of experienced employees to work in other countries to be able to earn incomes both for themselves but for the State as the infection rate of the pandemic is on the decrease.
In fact, the income sent back by those migrant workers to the motherlands could set a record in 2017, according to the statistics of the World Bank. As such, those workers are one of the pillars to the relevant countries in economic affairs.
The World Bank stated that employees from the poor countries working in Europe, Russia and the United States of America remitted their incomes to home. As such, these incomes were good support to the poor countries.
In Myanmar, many industries could create some amounts jobs for Myanmar citizens. Due to shortages of jobs at home, human resources leave Myanmar for neighbouring countries in addition to some countries which can create jobs for them.
The legal and illegal departure of Myanmar workers to other countries cause shortages of labour and brain drains in Myanmar. Consequently, whenever industries are established in Myanmar, these industries don’t have the readiness of experienced labour for operations.
As such, the authorities need to emphasize the prevention of shortages of labour and brain drain in the country. It is necessary to create jobs for them at home by paying the reserved salaries. At the same time, the industries need to invest in the nurturing of new generations for their businesses.

Especially, the country needs to encourage education for the new generations. Otherwise, anyone cannot prevent the brain drain event of the experienced workers. For the created jobs, employers need to pay deserved salaries and other incentives to the employees depending on their skills and qualification.
