I am Sai Tun Aye, Central Executive Committee Member of the Shan Nationalities League for Democracy (SNLD), and I will present the policy and stance of the party.
Esteemed voters and the people
The SNLD was set up on 26 October 1988, and since then the party has been the pioneer of the federal Union where equality and self-determination are fully guaranteed. It has been trying to strengthen mutual respect, trust and cooperation among the ethnic races of the Union while insisting on the peaceful means for the successful restoration of internal peace and national reconciliation.
The party is the ardent principal supporter of the affairs of the nationalities of the Union, apart from the ethnic races of Shan State and the internal peace process. The Panglong Agreement reached between leaders of the hill regions and the proper on 12 February 1947, alongside the Panglong pledges and policies, as well as the genuine federal Union, adopted by the multiple states in 1961 in Taunggyi, are the foundation of the SNLD’s endeavours for the establishment of a federal Union. It is cooperating with parties and organizations of the same vision to reach this destination.
There is a correlation between the constitutional reform and the peace process. Of the 3,765 proposals on the constitutional amendment submitted by the respective parties at the Union Parliament, 1,112 came from the Member of Parliaments of the SNLD. The party’s aim of amending the constitution is exclusively for the establishment of a federal Union, democracy and peace. It is a sincere political suggestion with strong political will for a change based on equality, justice, non-discrimination and it stands on the essence of the Union.
The Shan Nationalities League for Democracy (SNLD) is in the process of transforming to the party institutionalization and party platform. To strengthen party institution, it has already adopted necessary guidelines, rules and codes of conduct. The SNLD seriously regards the people like our parents, members and the MPs of the party are in close contact with the people in looking into their requirements.

The constitution is the most fundamental principle and the supreme law of a country. A good constitution can bring the country peace and prosperity, and the bad one can be the source of national hardships. So, we must have a clear vision of how we are going to build our Union. There must be the stipulations concerning the values the people of the nation shall observe, and the adoption of the basic principles for the establishment a Union should be based on the said vision and values. We must review the constitutional provisions and legal provisions that are against the basic principles for a proper amendment. With full political outlook, political leaders of the country must conceive an idea of how the Union will stand in the world, and they must shape it accordingly.
Leaders of the hill regions had relinquished their sovereign power in setting up a Union formed with their sovereign states in accord with the Panglong Agreement. They unitedly restored independence with the vision of setting up a federal Union, where multiple ethnic races can co-exist peacefully while adhering to liberty, equality, diversity, collective leadership and self-determination as the values of the Union.
Unfortunately, the people who gained administrative power after the independence failed to turn the country into a federal Union. The repercussion was the multi-sector deterioration of the country reaching to the degree where recovery might be impossible. In this regards, a peaceful federal Union calls for the realization of the Panglong Agreement and Panglong pledges and principles, and also the rewriting of a new constitution. Afterwards, we must practice the constitutionalism. Additionally, we must set up structural and core identity of a Union complete with all the essential characteristics. The collectively established Union shall stand tall in the world under collective leadership.
Unless and under there is a federal Union that grantees equality, there will still be difficult to restore the country peace. We firmly believe that the re-implementation of the Panglong pledges is the only answer to the problem of the country internal conflicts in shaping an independent, peaceful and prosperous new Union where values and reliable policies are observed. So, I would request the people’s supporting votes for SNLD that is working under the slogan “For Federal, For Peace, Vote SNLD” and wish everyone peace and happiness. I pray physical and mental wellbeing for the people.
